What appears to be the first two issues of this newsletter, with what we believe to be the first issue including the following statement: "The Regional Newsletter exists! To serve as a means of communication, People On the River has been created." The second issue is titled "Newsletter No. 2".

Washington, D.C.-based SDS newsletter covering issues at Georgetown University, American University, Johns Hopkins University, and the University of Maryland. Both newsletters address "the relationship between black and white revolutionaries," particularly the first issue of the newsletter, which includes articles discussing the Black Panther Party, the farm workers' movement, and racism in America broadly. The second issue includes a discussion of the impact of class on students at elite schools, as well as a list of upcoming meetings in the area.
