The program began in September 1936 as a way to provide work experience and training to young men; at the time of this report (March 1939) over 400 young men had lived and worked at the site. \u003c\/p\u003e\u003cp\u003eThe report includes sections on the origin and location of the work project, its purpose, costs, entrance requirements, buildings and equipment, plan of operation, leisure time activities and student organizations,placement and follow-up, and an application form.
